Singapore Accreditation Council Customer Day 2022
The Singapore Accreditation Council (SAC) Customer Day 2022 brought together over 200 conformity assessment bodies (CABs) and SAC stakeholders on 22 November 2022. For the first time since 2019, SAC Customer Day was held physically at Marina Bay Sands Expo, which served as a platform for companies to network and exchange insights on the local and global Testing, Inspection and Certification (TIC) landscape. Themed “Seizing Growth Opportunities for a Better Future”, the SAC also took this opportunity to recognise the launch of seven new accreditation programmes in 2022 and congratulated the 40 newly accredited CABs.

Our SAC Chairman, Mr Tan Kai Hoe shared about the council’s continuous efforts to support local CABs to seize new accreditation opportunities as part of the SAC’s five-year strategic plan in his opening address. The SAC encouraged CABs to review their business plans, develop new competencies, and to obtain accreditation for new TIC services. Mr Tan Kai Hoe highlighted three initiatives. Firstly, the council is partnering with the Building and Construction Authority to launch a new accreditation programme in 2023 to support building facade inspections. This initiative recognises CABs that can tap onto advanced technologies such as drones and artificial intelligence for inspection services. This approach would better assure the safety of inspectors and increase work efficiency.
As a second initiative, the SAC will continue to support Singapore’s green mobility movement. Citing electric vehicle charging infrastructure as an example, the council is working with accredited testing laboratories to ensure providers and suppliers meet international safety standards.
For the third initiative, the council has been working closely with the Singapore Food Agency (SFA) to strengthen food resilience and support export needs across the food production and management value chain. Mr Tan announced the launch of the Food Cargo Inspection Body Recognition programme. This programme recognises inspection bodies that can perform quality checks for the transhipment of food cargos through Singapore. Currently, two inspection bodies have successfully obtained SAC accreditation and are recognised by SFA for their inspection services.

As part of the event keynote address, Professor Yeoh Lean Weng, Chief Sustainability Officer at ASTAR, highlighted the importance of enterprises, including CABs, incorporating sustainability as an integral part of their business strategy. With the global transition towards a green economy, Professor Yeoh shared about some of the new sustainability standards that are being drafted, or have been developed, for key sectors such as Electronics, Biomedical, Chemical, Food, Finance and Logistics. These new standards will increase the need for TIC and accreditation services. The SAC Customer Day 2022 also featured two panel discussions where esteemed industry speakers shared insights on global sustainability trends, how TIC services will continue to be critical in instilling trust and assurance in businesses and products/services, as well as how CABs should seek to increase productivity through digitalisation and automation.

The first panel discussion covered opportunities and developments in the green economy. Professor Yeoh shared more on how ASTAR supports the development of new technologies and sustainable materials to combat environmental change. Mr Wang Weixiang, Division Director (Environment Policy) at the Ministry of Sustainability and the Environment, highlighted cross-government approaches such as the Extended Producer Responsibility initiative that helps to reduce packaging waste as part of Singapore’s Zero Waste Masterplan. In turn, Ms Phyllis Ong, Group CEO of Armstrong Industrial Corporation, shared more about her company’s sustainability efforts such as using eco-friendly materials to manufacture car parts. All speakers agreed that customer demands will gradually change with greater awareness and emphasis on sustainability. As more businesses choose to work with suppliers and vendors that adopt good sustainability standards, CABs can play a bigger role and should tap on this opportunity to offer accredited and quality TIC services.

The second panel discussion covered the importance and benefits of digitalisation and automation. Associate Professor Tan Chuan Hoo, Deputy Head for the Department of Information Systems and Analytics at National University of Singapore, highlighted that digitalisation tools need not be sophisticated software and/or machineries – instead, SMEs (including CABs) can tap on low-cost IT solutions that are readily available in the market to ramp up business productivity. Dr Yong Chern Chet, BDM Healthcare at Amazon Web Services, provided a 4P framework to encourage CABs to rethink their digitalisation efforts: i) Review physical processes to reduce reliance on manpower, ii) identify possibility of doing things in parallel instead of sequentially with the help of IT solutions, iii) leverage an IT platform to boost productivity, and iv) partner with other stakeholders to achieve the same outcomes. Mr Gilbert Chuah, General Manager at Geonamics Pte Ltd, shared about his company’s automation journey, where it participated in the National Robotics Programme to develop a Robotic Integrated Total System for conventional instrumentation and monitoring works. He noted that smaller-sized CABs tend to focus more on daily operations and deprioritise digitalisation projects due to reasons such as cost and manpower constraints. However, it is ssential for them to take that first step and dedicate resources to digitalise and initiate change. The benefits will then follow and yield over time.
